Blogger is acting fishy since 31st Jan or is Google updating the service?

Many of you may have noticed that Blogger is acting a bit strange since 31st Jan, 2013.  Is it a bug or is Google updating its servers.

On 29th I had removed the attribution and two other widgets from the layout but surprisingly they re-appeared on the template on 31st  Jan, 2013.  Second thing I noticed was, when I opened a friend blogger Blog, I could see the Gear Icon for edit on one of the right hand side widgets, even though I couldn't possibly know the password of the website and I was not logged on to my own dashboard.  I took it to be a one of thing.

But I went to another computer and opened another blog, again the Gear Icon was visible but this time it was at the end of the page.  My only mistake was that I hit refresh button.  This reloaded the page and the Icon was gone.  It would have been interesting to see what would have happened if I had hit the edit option in the Gear.  

Knowing Google and its efficient service delivery mechanism and the efforts it puts into for providing us with this service, I think it is going in for a re haul or update with its Blogging service.  But if not the Google guys may better look at this.
